History

          Victor and his wife Norma were born in Puerto Rico, U.S.A. They have three               children and three grand children.

          Victor joined the Army in 1982 and in 1983 was assigned to Madigan Army             Medical Center after attending the Academy of Health Science Services in San           Antonio, Texas. After finishing his military service commitment in 1985,

he was honorably discharged and decided to stay in Tacoma, Washington, where he and his family reside.

After over thirty years of working in the laboratory at Madigan Army Medical Center, Victor retired from his duties as Lead Medical Technologist in 2014 and is now a full time minister.

In 1986, he became a member of By His Word Christian Center (BHWCC), pastored by Rev. Jann Thomas Butler and his Associate Pastor John Cook. Victor started serving the Lord in the Children's Dept. He served as a helper in the three year old class and after that he served in various departments: Prison Ministry Dept. to McNeil Island, Personal Workers Dept., Men's Ministry and Home Bible Fellowships. For eleven years he led the All Church Prayer gathering at BHWCC. Also, he has been serving on the board of directors at BHWCC in the capacity of Treasurer.

On June 20, 1993 he was ordained minister at BHWCC.

In December 1995, he founded Victory Christian Ministries, a ministry dedicated to teach and preach the Word of God, and to minister through the prophetic, the redemptive heart of God and our Lord and Savior Jesus Christ nationally and internationally. Victor's ministry trips have taken him to Guatemala, Puerto Rico, Canada, Western Samoa, Mexico, India, Cuba, New Zealand, Taiwan, China, and Malaysia. Victor has traveled to Cuba close to fifteen years under licenses issued by the Office of Foreign Assests Control under the United States Treasury Department.

Victory Christian Ministries financially supports ministries in Mexico, Cuba, Pakistan, Western Samoa, and Africa.

Victor is also a volunteer police chaplain for the Lakewood Police Department in Washington State and is a member of the Tacoma-Pierce County Chaplaincy and of the International Conference of Police Chaplains.

 

He has been an advisor for Tacoma Aglow for a number of years also.

As a substantial part of his ministry, and as the Lord leads him, Victor plans to continue his global outreach. Victor is a firm and strong supporter of the local church. His ministry of edification, exhortation, and comfort promotes faithfulness, responsibility, integrity and accountability in all aspects of the Christian walk.
